Scope of WorkSupply, installation, training, and delivery of all required software, licenses, documentation, drawings, and warranty support. Exact quantities will be provided in Phase 2, and bidders must demonstrate prior completion of projects involving at least 400 cameras as part of the qualification requirement.

Notes1. The ITQ (Phase 1) does NOT include quantities.
Quantities will only be released in Phase 2 – Invitation to Tender, not in Phase 1.
The Mandatory Qualification Requirement demands bidders must have completed projects with at least 400 cameras installed or replaced (to prove capability).
This is NOT the quantity required for this project – only a qualification condition.

2. Camera Specifications (Official Requirements)
(All citations come from Section 28 20 00 – Video Surveillance)

1. Video Encoding Requirements
• Must support H.264 (High Profile) and H.265
• Must support motion estimation up to 50/60 fps

2. Bitrate Control & Storage Requirements
Camera must support all of the following:
Average Bit Rate (ABR)
• Predictable storage based on bitrate budget + retention time
• ABR algorithm must adjust bitrate dynamically to keep within storage budget
• Must keep 30-day bitrate history
• Must support parallel streams with independent ABR history
Retention Requirements
• ABR retention period up to 1 year
Alerts
Camera must issue alerts when:
• Configuration is unrealistic
• Bitrate budget cannot be met
• Quality thresholds cannot be met

3. Adaptive Bandwidth Reduction
Camera must support at least one of these:
• Automatic dynamic Region of Interest
• Automatic dynamic GOP (Group of Pictures)
• Automatic dynamic FPS

4. Latency & Processing
• Live-stream latency must be minimized using optimized internal image processing

5. Transmission Protocols
Camera MUST support:
• HTTP
• HTTPS
• RTP (Unicast + Multicast)
• RTSP, RTSP-over-HTTP
• SRTP / RTSPS (secure)
• QoS (priority tagging)

6. Image Requirements
• Automatic + manual white balance
• Electronic shutter: 1/111000s to 1/2s
• Capture modes including:
1080p (1920×1080) with WDR
Up to 50/60 fps

7. Hardware Interfaces
Network
• RJ45, 10/100/1000 Mbps, auto-negotiation
I/O Ports
• At least 2 configurable I/O ports accessible via terminal block

8. Diagnostics Requirements
Camera must include:
• LED indicators (power, network, camera status)
• Watchdog auto-restart on failure
• Reboot notification

9. Access Logging
Camera must log:
• Last 250 user access events
• All connected viewers
• Time + IP of each access

10. Remote Adjustment
Camera must support:
• Remote back-focus adjustment
• Remote zoom & remote focus
• NTP time-sync
