The Municipality of Temagami (Ontario, Canada) wants an independent consultant to plan a video surveillance system for about 20 municipal sites. This is Phase 1 only. The Municipality will not buy equipment until requirements are defined, and a separate competitive Phase 2 will cover supply and installation. Phase 2 is not guaranteed, and the Phase 1 consultant may be barred from bidding on it.
Cameras and access control: No cameras are bought or installed, and access control is not mentioned. No brand is named and there are no numeric camera minimums. The consultant defines the required coverage and image performance for each site based on what must be detected, observed, recognized or identified. The Municipality decides which locations need surveillance.
Scope per site: surveillance solution, risks, coverage, camera and recording technology, power and communications, storage and retention, privacy and evidence rules, cybersecurity, reusable existing infrastructure, capital, operating and replacement costs, municipal staffing needs and priority. Remote sites must be assessed for local recording, cellular or satellite links, solar or battery power, winter operation and outages.
Deliverables: site-by-site assessment, conceptual camera layouts, camera/site schedule, technology analysis, privacy, legal, cybersecurity and evidence requirements, storage and bandwidth estimates, lifecycle cost estimates, phased plan, vendor-neutral Phase 2 specifications, commissioning and acceptance-testing requirements, and a final report in PDF and editable formats.
Technical terms checked: XVR, Hybrid NVR, cloud, cloud storage, TVI, analog, coax and CJIS are not mentioned. Confidential municipal information may not be uploaded to unapproved third-party services. Audio, facial recognition, biometrics and ALPR must be separately justified and are not authorized unless the Municipality approves them.
Dates: Issued Oct 2, 2026. Proposals due Nov 2, 2026 at 4:00 PM. No questions deadline, no site visit and no pre-bid meeting are stated.
Submission: By email to cao@temagami.ca. Late proposals may be rejected. Contact only the designated RFP contact. Exceptions to the RFP must be identified.
Proposal contents: company and team information, qualifications, references and comparable projects, methodology, schedule and availability, personnel and subcontractors, expected municipal staff involvement, assumptions, exclusions and conflicts of interest, and fees (lump sum or upset limit, estimated hours, hourly rates, specialist rates, expenses, and rates for additional services).
Qualifications: security assessment, surveillance design, multi-site public-sector projects, remote or off-grid systems, networking, cybersecurity, Ontario municipal privacy law, evidence preservation, lifecycle costing and vendor-neutral specifications. Equivalent education and certification are accepted.
Independence: Disclose all reseller agreements, commissions, referral arrangements and financial interests with manufacturers, software providers or installers. The Municipality may restrict the Phase 1 consultant (or related companies) from supplying or installing in Phase 2.
Contract terms: All work product and IP transfers to the Municipality after payment. No photographing, copying or publishing municipal information, and no access to live surveillance systems without authorization. No use of municipal data to train external AI systems. Insurance (general liability and professional E&O) with limits set by the Municipality, which are not stated in the RFP, plus WSIB. Ontario law governs.
Scoring (100%): Experience and qualifications 25, methodology and approach 25, understanding of the assignment 20, fees 20, schedule and availability 10.
Fit check: A pure consultant fits well. A firm that sells or installs equipment will need to disclose that and may be excluded from Phase 2.
