Scope of WorkProvide all necessary materials, equipment, labor, removal, installation, and related services for security camera systems, replacement of existing decks, and installation of drinking fountains at designated Sicangu Lakota Oyate Head Start/Early Head Start facilities. The work shall include complete installation and associated labor and materials at the specified locations, in accordance with the requirements and specifications provided by the Rosebud Sioux Tribe.

Security System Restoration:


The Sicangu Lakota Oyate Head Start/Early Head Start Program is accepting sealed bids
beginning September 28, 2026 at 8:00 am and ending October 9, 2026 at 5:00 pm CST.
Bids will opened on October 13, 2026 at 10:00 a.m. CST at the RST Treasurer Office in
Rosebud, S.D.
• RST# __26-60___Security camera systems for the following locations;
o Administration Building 725 Hospital Dr. Rosebud, S.D.
o Bus Garage 725 Hospital Dr. Rosebud, S.D.
o Maintenance Shop 725 Hospital Dr. Rosebud, S.D.
o Rosebud Head Start 28622 BIA 1 Rosebud, S.D.
o St. Francis Head Start 205 South Soft Rd. St. Francis, S.D.
o Parmelee Head Start 407 South 1st Street Parmelee, S.D.
o Antelope/Stephan Fallis HS 814 Omaha St. Mission, S.D.
o Winner Head Start 31619 276th St. Winner, S.D.
o Norris Head Start Black Pipe Loop Norris, S.D.
Camera systems are to include install, material and labor cost. (Call
Administration Office for specifications and ask for Darin Lunderman).
• RST#__26-61___Remove existing decks and install new decks at the following
locations;
o Mission 3 Head Start 143 W. Omaha St. Mission, S.D.
o Parmlee Early Head Start 411 S First St. Parmlee, S.D.
o Rosebud Head Start 28622 BIA 1 Rosebud, S.D.
o Arrow Head Start 124 West 6th St. White River, S.D.
Decks are to include materials and labor cost.
• RST#__26-62__Drinking fountains for (4) Head Start Centers. All materials and
labor cost to be included.
o Antelope/Stephan Fallis Head Start 814 Omaha St. Mission, S.D.
o Parmelee Head Start 407 South 1st Street Parmelee, S.D
o St. Francis Head Start 205 South Soft Rd. St. Francis, S.D.
o Winner Head Start 31619 276th St. Winner, S.D
TECRO Ordinance No. 86-03 for Indian Preference in the selection process will adhered
to. TECRO office may be contact at (605)747-2322 Monday thru Friday from 8 a.m. to
5 p.m. CST. Contractors who do not possess a tribal business licenses must contact the
RST Revenue Department at 747-5045.
Rosebud Sioux Tribe has the right to reject any or all bids.
Sealed bids should be submitted in a sealed envelope clearly marked (RST Bid#____) on
the front of envelope. Fail to mark envelope will result in a no bid and will be mailed
back to sender. Rosebud Sioux Tribe will not accept email, fax and or telephone bids.
