| Scope of Work | The City of Anna is requesting proposals from qualified vendors to replace and upgrade its existing video surveillance system. The City’s current system consists of approximately 34 security cameras that are more than ten (10) years old. The City desires to replace the existing cameras with modern technology, improve system capabilities, and expand the system by adding approximately eleven (11) additional cameras. The selected vendor will provide a turnkey solution including equipment, installation, configuration, training, and warranty services. |

| Notes | SCOPE OF SERVICES The selected vendor shall provide: · Site evaluation and system design · Removal of existing equipment, as necessary · Installation of new cameras · Installation or replacement of network video recorders (NVRs), servers, or cloud-based solutions as appropriate · Video management software · Camera mounting hardware · Network configuration (if necessary) · System testing and commissioning · Staff training · Complete system documentation · Warranty information · Ongoing maintenance options MINIMUM SYSTEM REQUIREMENTS The proposed system should include, at a minimum: High-definition IP cameras (minimum 8MP; higher resolutions encouraged where appropriate) Fixed, panoramic, and PTZ camera options where appropriate Excellent low-light and nighttime performance Weather-resistant outdoor cameras Mobile and desktop remote viewing Secure role-based user access Minimum 30-day video retention (or vendor recommendation) Expandable architecture for future camera additions Current cybersecurity protections, including encrypted communications and regular firmware updates Artificial Intelligence (AI) Features The City is seeking a modern system that incorporates artificial intelligence to improve operational efficiency and significantly reduce the amount of time required to review video footage. Vendors should describe all AI capabilities included in their proposal. Desired AI features include, but are not limited to: · Natural language or keyword search of video events · Smart motion detection that distinguishes people, vehicles, and animals · Person, vehicle, and object detection · Attribute search (vehicle color, vehicle type, clothing color, backpacks, hats, etc.) · Facial search or facial recognition capabilities (if available and legally compliant) · Line crossing and intrusion detection · Smart alerts and notifications The City strongly prefers solutions that allow authorized users to locate relevant footage in minutes rather than manually reviewing hours of recorded video. |
