| Pre-bid Event Type | Optional Work Site Visit. Canada recommends that the Offeror attend the site visit. An optional site visit will be held virtually via MS Teams on Thursday September 24th, 2026 beginning at 11:00AM EST. b. Communication with Contracting Authority. To attend the site visit Offerors must communicate with the Contracting Authority no later than 4:00PM EST on Wednesday September 23rd, 2026 to confirm attendance and provide the name(s) of their representatives. Canada may request Offerors sign an attendance sheet. Offerors who do not attend will not be given an alternative appointment but they will not be precluded from submitting an offer. c. Clarifications or Changes. Canada will amend the solicitation of offers to reflect clarifications and changes resulting from the site visit. |

| Scope of Work | DFO has identified the need to upgrade or replace selected components of the CCTV system, which are beyond their useful life, at the Building X. The CCTV system is currently used to serve site operations and will do so for the foreseeable future. DFO is requesting services for the supply and installation of the required CCTV system components provided within this document. |

| Notes | The camera must be high performance PTZ (Pan, Tilt, Zoom) dome camera suitable for deployment in harsh environments. . Minimum resolution of 2MP (1080p) with 40x optical zoom; . Minimum DORI standard (EN 62676-4) . Must include Starlight Imaging Technology to accommodate low light performance; . Must support High Dynamic Range (HDR) for enhanced contrast in varied light conditions; . Must have integrated IR illuminator for visibility in total darkness; and, 2.1.1.6. Must support Intelligent Video Analytics (IVA). . Cameras 5,6,8,9,10,11 (as per Attachment 1 – Proposed Layout) . Upgrade to multi-sensor. . Minimum resolution of 4 MP (1080p) with appropriate Horizontal Field of View (HFOV) as requested in Appendix A; . Remaining Cameras 7,12,13 (as per Attachment 1 – Proposed Layout) (Entrance Monitoring) Remaining cameras must be selected to provide effective monitoring of building entrance points from interior/exterior locations and must meet the following requirements: . Imaging and Performance a. Minimum resolution of 4MP; b. Support for Wide Dynamic Range (WDR) to manage varying lighting conditions at entrances; c. Support for low-light performance suitable for indoor environments with variable illumination; d. Fixed or varifocal lens appropriate to achieve clear facial identification at designated entrance points. . Coverage and Identification a. Cameras must be positioned and configured to achieve facial identification capability of individuals entering and exiting the facility; Field of view must be selected to avoid distortion and ensure usable evidentiary detail; c. Must meet or exceed DORI “Identification” level at the entrance threshold (in accordance with EN 62676-4). . Camera Type and Form Factor a. Cameras must be vandal-resistant dome or turret-style cameras suitable for indoor use; b. Minimum IK rating of IK08 (IK10 preferred); c. Discreet and tamper-resistant design for public-facing interior locations. . Video Features a. Support for H.264 and H.265 compression; b. Support for privacy masking; c. Support for basic video analytics, including motion detection and object detection (person detection preferred). Offerors should submit all questions in writing no later than 5 business days before the offer closing date. Canada may not respond to questions submitted after this. b. Detail of Questions. Offerors must accurately reference the numbered item of the solicitation of offers to which the question relates and explain each question in sufficient detail to enable Canada to provide an accurate answer. c. Proprietary Questions. For any technical questions containing proprietary information, Offerors must clearly mark those questions as "proprietary". Canada will treat such questions as proprietary except where Canada determines that the question is not of a proprietary nature. Canada may edit the question(s) or may request that the Offeror revise the question(s) to eliminate the proprietary nature of the question(s) and Canada can provide the answer to all Offerors.
