| Notes | View NotesThe Morris County Park Commission requests bids for the supply, delivery and installation of IP-based CCTV surveillance cameras and equipment at 3 locations. Cameras and equipment are purchased and installed by the contractor. It is an open-ended, as-needed contract with no minimum purchase guaranteed. Award goes to the best total price across all lots, and bidders must bid on ALL 3 lots. Payment is based on actual as-builts at unit prices, and NJ Prevailing Wage applies. Locations and Scope Lot 1, Haggerty Education Center (353 East Hanover Ave, Morris Township, NJ 07962): add 1 outdoor panoramic IP camera (e.g., PNM-9022RV) to the existing Hanwha Wisenet Wave system, with all cabling and mounting. Lot 2, Lees County Park Marina (443 Howard Blvd, Mount Arlington, NJ 07856): add 5 outdoor cameras (e.g., QNO-C8083R), 1 PoE+ switch (8-port, 2 SFP, with SFP transceiver), 1 patch panel (12-port), 1 shallow 4U wall rack, 1 UPS (425 VA), and all cabling and mounting. This is an add-on to the existing Wisenet Wave system. Lot 3, Fosterfields Living Historical Farm (73 Kahdena Rd, Morristown, NJ 07960): new installation with 1 NVR (Hanwha WRN1632S, 16-ch, storage for 60 days), 4 indoor cameras (e.g., QND-C8083R), 2 outdoor bullet cameras (e.g., QNO-C8083R), 1 outdoor dome camera (e.g., QNV-C8083R), 2 fiber-to-ethernet adaptors with SFP, 1 PoE+ injector, 1 UPS (650 VA), 1 4U wall rack, 1 patch panel (24-port), and all cabling and mounting. Existing wiring, cabinets, monitors, switches and UPS units at Haggerty and Lees are to be reused. The contractor configures and aims the cameras under the guidance of the MCPC IT Manager. At Fosterfields, the NVR must be configured for two networks (the camera network and the MCPC LAN) with WAN, internet and web access fully disabled. Administrative passwords belong to MCPC. Spec challenges must be filed in writing at least 3 business days before the opening. Camera Brand and Minimum Requirements Brand: Hanwha Vision (Wisenet Wave) hardware and software. "Equivalent or better" is decided solely by MCPC. Resolution: minimum 4 MP (6 MP or better where specified). Recording quality must match the highest-MP camera quoted. Recording at minimum 30 fps. One NVR or server must handle at least 32 simultaneous streams. Lens: wide-angle, 90° or more. Vari-focal lenses as required. True Day/Night with IR. Vandal-resistant and weatherproof. Operating temperature -10°F to 140°F without heater or fan. No moving parts (no auto iris, mechanical filters, motors or fans). Life expectancy of at least 5 years. PoE powered, Cat5e or better cabling. ONVIF-S compatible. HTTP and RTSP support. JPEG, MPEG-4, H.264, AAC or newer. Storage for 60 days of full 24-hour video. Perpetual Wave Professional license per camera with lifetime upgrades and no annual or maintenance fees. The VMS must be usable on unlimited computers at no extra cost. Email alerts for failures (hard drive errors, recorder offline, startup). Secure, layered user access. Internal MCPC network only, no public access. Audio, where required, must be recorded in sync with video, in a format usable for legal presentation per NJ Attorney General guidelines. Modular and scalable system. Bidder Requirements Bid guarantee (bid bond or certified/cashier's check): 10% of the bid, max $20,000, with Power of Attorney. Consent of Surety. 100% Performance Bond for the winner. Bids cannot be withdrawn for 60 days after opening. MCPC awards within 60 days. NJ State license for the relevant trade, with proof submitted with the bid. NJ Public Works Contractor Registration Certificate and NJ Business Registration Certificate. Experience statement and 3 references with contacts. Experience with municipalities and law enforcement is required. Manufacturer-certified installer. Certified payroll (via NJ Wage Hub and hard copy) under the Prevailing Wage Act. Required forms: Stockholder Disclosure, Non-Collusion Affidavit (notarized), EEO/Affirmative Action, Iran/Russia/Belarus Certification, W-9, Addenda Acknowledgment, Exceptions to Specifications, Bid Form and Price Sheet. Insurance: Workers' Comp/Employer's Liability, General Liability ($1M/$2M or $1M/$3M), Professional Liability ($1M/$3M), OCP ($1M), Auto ($1M). Hand delivery is only allowed at the time of opening. Deficiencies must be corrected within 24 hours. The warranty starts after project completion. No subcontracting is allowed. Discrepancies to Clarify (via RFI) Contract term appears as 60 days, 90 days, and "initial one-year term" (Nov 1 – Dec 31, 2026). Subcontracting is prohibited, but the checklist requests a subcontractor list. Questions deadline: Sep 30 in the schedule vs. "10 days before opening" in the instructions. The Notice to Bidders says unit prices are not read at the opening and will be posted online later. The main RFB says bids are read publicly. The Technical Specs mention an hourly labor rate, but the price sheet is unit-price based. The two General Liability limits are both listed.
