| Scope of Work | The City of Saskatoon is requesting proposals for an automated red-light enforcement program to improve traffic safety and increase compliance with traffic regulations. The City seeks qualified proponents to supply, install, operate, and maintain a red-light camera system. The system shall integrate vehicle detection and digital imaging technologies and include a comprehensive implementation, operation, and ongoing service program. |

| Notes | 1. The instaliation will be at four (4) intersections currently equipped with an existing red-light camera enforcement system. The System must produce high-definition video images. The successful proponent shall be responsible for ensuring that the implementation and operation of the program comply with all applicable provincial legislation and standards. 2. Utilize current high-definition digital camera technology, which shall be reviewed annually by a City representative and updated as required. 3. Be capable of deployment across a wide range of operating conditions and monitor up to four (4) moving traffic lanes per approach. 4. Provide a physical but optically isolated connection to the red signal phase to ensure accurate red-phase detection. 5. Support nighttime operation through the use of a brief flash system and shall not rely solely on incandescent floodlights, infrared lighting, or ambient lighting. 6. Include a video component integrated with the digital red-light camera system, includinga verification video segment for each violation and 24-hour video availability. 7. Capture violation images and videos showing the vehicle before and after crossing the legal stop line. 8. Clearly identify all licence plate characters and numbers, including reflective and non-reflective licence plates, using a single camera system and central processor. 9.
