The site visit will begin at 9:00 EDT, in the visitor parking lot north of the public washrooms.
Level of clearance required: No security clearance required. Offerors attending the site visit shall be escorted by a CBSA Personnel at all times.

Communication with contracting authority

Offerors must communicate with the contracting authority no later than September 24th, 2026 at 10:00 EDT to confirm attendance and provide the name(s) of their representatives. Offerors must sign an attendance sheet the day of the site visit. Offerors should confirm in their offer that they have attended the mandatory site visit.

Scope of WorkInstall 43 CBSA-supplied Hanwha cameras. Supply and install 55 camera mounts, 4 monitors with mounts, 101 Cat6 cable runs, conduit, junction boxes, and a GPS NTP device. Includes labelling, cable certification, commissioning, removal of legacy CCTV equipment, and bilingual documentation. Completion by Mar 31, 2027.

Canada Border Services Agency (CBSA) requires installation and configuration of CCTV hardware and peripherals at the St-Armand port of entry, 10 Route 133, St-Armand, QC J0J 1T0. CBSA supplies the cameras; the contractor supplies mounts, monitors, cabling and conduit. All goods and services must be delivered by March 31, 2027.

Technical and Compliance Requirements
Cabling: Cat6 minimum, up to 80 m. Interior cable orange, exterior cable rated -40°C to +70°C. Beyond 80 m, a UPS-backed satellite room or junction box with OM3 fibre is required.
PTZ cameras need a 60 W PoE injector placed near the camera.
All cable runs must be tested and certified, with the certification report in English and French.
Labels must be machine-printed (no handwriting), and Velcro ties only (no zip ties).
CBSA asset tags on all CCTV assets, with an itemized list of serial numbers and locations.
Bilingual (EN/FR) documentation in MS Office, including an Excel sheet of camera location, serial, MAC and asset tag, delivered on an encrypted USB.
Detention cell cameras need security caulking to reduce ligature points.
Commissioning: minimum 2 days (one daylight test 0700-1500, one low-light test 1600-2200). Deficiencies must be fixed within 30 calendar days.
Security: escort required in secure rooms, and wireless/Bluetooth disabled on all devices.
Weekly BGIS work permits are required before any onsite work. Kick-off within 2 weeks of award, and the installation schedule due 10 days after kick-off.
Possible asbestos, lead and silica in some areas. Some work may be required outside regular hours.
Open Questions for the Buyer
51 "CR" cable runs list a camera model, but no party is assigned to supply those cameras. Who supplies and installs them?
3 Bosch Flexidome 9000 MP detention cell cameras appear in the schedule but not in either equipment list.
Type 6 and Type 7 mounts are used in the schedule but are missing from the contractor equipment list.
Monitor and workstation specifications are not provided.
The NPP does not list CUSMA among the trade agreements. Confirm eligibility for a US-based bidder and any Canadian or Québec licensing requirements.
