This is a design-and-install RFP for a new centralized CCTV/video surveillance platform across municipal buildings and public facilities, deployed in phases over several years. The vendor plans, designs, implements and installs the system, so cameras, software and storage are supplied by the vendor and priced in the cost proposal (no camera quantity is given; the City mentions "hundreds of cameras" over time). The Police Department's Avigilon system is exempt from replacement but must be integrated.

Camera brand: None specified. Vendor must state whether the software is hardware-agnostic and works with existing legacy IP cameras.
Minimum camera/system requirements: No numeric specs (no megapixel minimum); the City wants expert recommendations. Must address: indoor/outdoor, 4K and thermal cameras; PoE, wireless and solar connectivity; NDAA compliance for all hardware, chipsets and software; ONVIF open standards; H.265; edge storage/recording during network drops; retention 30–180+ days, CJIS-compliant; end-to-end encryption, SSO, MFA, role-based access, audit logs; AI analytics (object recognition, intrusion, people counting, LPR), automatic face blurring/privacy masking; secure evidentiary/CORA export; web/mobile access; integration via API/SDK with Avigilon and future access control/emergency systems; cloud, on-prem or hybrid; licensing model and recurring/hidden costs; WCAG 2.1 AA for digital deliverables.
