| Notes | View NotesThis is a design-and-install RFP for a new centralized CCTV/video surveillance platform across municipal buildings and public facilities, deployed in phases over several years. The vendor plans, designs, implements and installs the system, so cameras, software and storage are supplied by the vendor and priced in the cost proposal (no camera quantity is given; the City mentions "hundreds of cameras" over time). The Police Department's Avigilon system is exempt from replacement but must be integrated. Key dates (Mountain Time): Posted Sep 24, 2026. Questions due Oct 15, 2026, 2:00 PM (BidNet only). Q&A posted Oct 22. Proposal due Nov 5, 2026, 2:00 PM, no extensions. No pre-bid meeting or site visit. Interviews possible for finalists (at own cost). Submission: BidNet only (register at www.bidnetdirect.com/colorado). Submit each item separately. Title: "(Vendor Name) Solicitation Number – (Project Title)". Proposal valid at least 90 days after award. Contact only George Dunn (solicitations@broomfield.org); no phone calls; other contact may disqualify. Required documents: Technical proposal, cost proposal (detachable), questionnaire, completed IRS W-9 (the uploaded W-9 is blank), and a Colorado Certificate of Good Standing dated within 4 months (the uploaded file is only an instruction note). Also: team organization chart, 1-page resumes, 3–5 similar projects from the last 5 years with references, workload/capacity, equity statement. Camera brand: None specified. Vendor must state whether the software is hardware-agnostic and works with existing legacy IP cameras. Minimum camera/system requirements: No numeric specs (no megapixel minimum); the City wants expert recommendations. Must address: indoor/outdoor, 4K and thermal cameras; PoE, wireless and solar connectivity; NDAA compliance for all hardware, chipsets and software; ONVIF open standards; H.265; edge storage/recording during network drops; retention 30–180+ days, CJIS-compliant; end-to-end encryption, SSO, MFA, role-based access, audit logs; AI analytics (object recognition, intrusion, people counting, LPR), automatic face blurring/privacy masking; secure evidentiary/CORA export; web/mobile access; integration via API/SDK with Avigilon and future access control/emergency systems; cloud, on-prem or hybrid; licensing model and recurring/hidden costs; WCAG 2.1 AA for digital deliverables. Other points: Insurance insurer rating A- VII with the City as Additional Insured. City is sales-tax exempt, vendor pays tax on materials. Best Value award, one contract, price negotiable. Debrief request within 7 days of award. The cover says "Revised January 26, 2026", so check BidNet for addenda. Evaluation criteria, questionnaire and sample agreement are links only, not included in the file. |
