Community College of Allegheny County (PA) – Bid No. 1153 – Security Camera System, Boyce Campus North Lot
This is a sealed public-works bid for supply AND installation of pole-mounted security cameras in the Boyce Campus North Lot in Monroeville, PA. The contractor furnishes and installs everything (cameras, licenses, mounts, PoE switch, UPS, enclosures, Cat6 and fiber cabling, conduit, power) for a single lump-sum price. Experience with outdoor overhead pole line work is required.
Key dates: Mandatory pre-bid meeting and site visit Oct 1, 2026, 10:00 AM at the North Parking Lot. Questions due 3 business days before the bid date (about Oct 8, 2026) to Mike Cvetic, mcvetic@ccac.edu. Bid due Oct 13, 2026, 2:00 PM, publicly opened; late bids are returned unopened. Expected contract award date Nov 1, 2026.
Submission: Sealed envelope with company name, address and bid number, to CCAC Purchasing Department, 800 Allegheny Avenue, Pittsburgh, PA 15233. No fax or electronic submissions. Handwritten ink signature required. Check the CCAC website for addenda; missing addenda can get the bid rejected.
Bid requirements: Return forms 1.0 (signature), 2.1 (price), 3.0 (notarized non-collusion affidavit), 4.0 (minority participation goals), 5.0, 6.0 (letter of assent), plus 10% bid bond or certified check. Awardee only: 100% performance bond and payment bond (within 20 days), Master Services Agreement, No Lien Agreement, insurance certificate. Project Labor Agreement and prevailing wage apply. Lowest responsible bidder wins. The College may reject bids if work is sublet. Prices must be firm.
Camera brand: Avigilon H5A Multi-Sensor (exact model per camera schedule in drawings). Equals may be quoted with trade name and catalog number shown; non-conforming materials are rejected.
Minimum camera requirements: No numeric specs (megapixels, fps) in the text; the exact camera count and schedule are in the drawings (E100–E801) and must be checked. Per camera: IR ring H4AMH-AD-IRIL1, two 256GB microSD cards (coordinate with IT), Avigilon Unity 8 Enterprise license (UNITY8-ENT), pole mount bracket PLMT-1001. Powered via PoE (switch in Hoffman enclosure with A/C and heater), APC 500VA DIN-rail UPS, outdoor Cat6, fiber on messenger wire, ground rod.
Other points: The Unity 8 license is described inconsistently (owner furnished/contractor installed vs. provided per camera); clarify by question. Bidders must be recognized dealers of specified materials. Change order markup max 15%. Bid withdrawal only within 2 business days of opening.
