Security System Restoration:


Overview: City of St. John's RFP 2026033 is a standing offer for Video Surveillance and Access Control. The vendor supplies, installs and services CCTV and door access on the City's standardized Genetec VMS, and also adds new devices based on risk and threat assessments. The City has about 205 CCTV devices, 200 access doors and 1,500 cardholders. There is also a provisional special project at Riverhead Towers (30 Hamilton Ave, 65 units).
Install and buy:
Both are included. The vendor supplies and installs equipment on an as-needed basis.

Orders are placed only by authorized Purchase Order. The City guarantees no quantity, make, model or value, and the contract is non-exclusive. Multiple awards are possible.

Delivery must be within 3 weeks of order, with a 10% invoice penalty per week of delay. Shipping is FOB destination.

Issued: Sep 4, 2026.

Site visit and pre-bid meeting: Sep 28, 2026, 10:30 AM, 30 Hamilton Ave (non-mandatory, already passed as of today). Verbal answers there are not official.

Questions due: Oct 22, 2026, 4:00 PM, through the bidding system Q&A only.

Last addenda: Oct 27, 2026, 4:00 PM.

Submission deadline: Oct 30, 2026, 3:00 PM, electronically at bids.stjohns.ca. Late proposals are not accepted.

Rectification period is 2 business days, and the contract negotiation period is 7 calendar days.

Addendum 1 moved the deadline from Sep 28 to Oct 30. The main RFP document still shows Sep 28 in places, so the addenda override it.

Term and pricing:
3-year term with prices firm and fixed, plus up to two optional 1-year extensions. In extension years only equipment and material increases are considered, capped at the StatCan index (Table 18-10-0266-01).

Pricing is in CAD, all-inclusive (labour, travel, delivery, installation, insurance), with HST (15%) itemized separately.

Payment is within 60 days.

Minimum bid threshold is 100% of Pricing Tables 1–4. Missing any item means disqualification, with no rectification.

The Riverhead provisional table is not evaluated, and the form includes a "We will not be submitting" option.

Brands and approved equivalents:
The platform is Genetec, and all devices must be on Genetec's supported device list and compatible with at least Genetec 5.11.1.

Specified brands: Axis (cameras, A1610 and A1810 controllers), HID Mercury (MR52, LP1502), LifeSafety Power (power systems), HES and RCI (electric strikes), and Aiphone (IS-DVF, IX-MV7-HB).

Substitutes are allowed if equivalent in design, function, appearance, durability, operation and quality, at the contract price. Per Addendum 1, you must give the make and model number of each equivalent matched to the Axis model in the pricing table (for example Hanwha Vision).

Genetec licenses and subscriptions (Pricing Table 3) are proprietary, and no equivalents are accepted.

Camera and access control requirements (minimum quality):
The RFP gives no numeric specs such as resolution or lens. The reference is the listed models.

Cameras:
Axis M3088-V, P3275-LVE (10mm), Q6135-LE (PTZ), P3737-PLE (360°) and P3818-PVE (180°).
Mounts: TP3103-E, T91E61, TQ5001-E, T94N01D and TQ3101-E.
Riverhead: Axis M3085-LVE (11) and one P3727-PLE multi-lens exterior.

Access control:
LifeSafety FPO75-D8PE2M and FPO150-B100C8D8PE4M power systems.
Axis A1610 (up to 4 OSDP readers) and A1810 (up to 16 OSDP readers) controllers.
HID Mercury MR52 Series 3 and LP1502.
A wall-switch smart card reader supporting Wiegand, OSDP Secure Channel and HID Mobile Access.
A 12-inch recessed steel-door magnetic contact.
A request-to-exit detector with tamper and adjustable timer.
RCI 6 Series, HES 9600 and HES 1006 electric strikes (12/24 VDC, satin stainless).
Riverhead multiclass reader (RP40 type, HID/AWID/EM4102 Prox, SIO/Seos).

All devices need at least a 3-year manufacturer warranty from date of purchase, with no cost to the City for replacement, installation or configuration.

Firmware must be the latest from the manufacturer, or the version specified by the VMS/NVR provider. Equipment must be tested and configured per manufacturer instructions before installation.

Cabling: Belden CAT6+ modular jack (RJ45, MDVO style), terminated in a data closet or cabinet specified by the owner. The City provides the PoE switch requirements.

Certified Genetec Dealer proof.

Local Newfoundland technician Genetec certification and resume, with these minimum certifications:
SC-OTC-001 (Omnicast video)
SC-STC-001 (Synergis access control)
SC-ETC-001 (Enterprise)

Warranty documentation and manufacturer certification credentials verified by a third party.

A service facility in the St. John's area with at least one full-time certified service technician. The vendor also needs manufacturer authorization for sales and service, a single point of contact, and 24/7 service and support.

Warranty service must start within 1 working day of receipt of equipment.

Pre-conditions of award (requested after ranking):
Signed contract, OHS declaration, and Workplace NL certification (if delivering materials).

COR safety certificate.

NL Certificate of Good Standing.

Insurance: Commercial General Liability of $2M minimum with the City as additional insured, Auto $2M (if delivering), and Professional Liability (E&O) $2M (if applicable). 30-day cancellation notice is required.

Site Specific Safety Plan, if applicable.

Pricing tables (all must be priced):
Table 1, CCTV: the Axis cameras and mounts above, plus Aiphone IS-DVF (1) and IX-MV7-HB (2).

Table 2, access control: LifeSafety power systems, Axis A1610 (5) and A1810 (1), HID MR52 (10) and LP1502 (2), reader, door contacts, REX, and the three strike types (5 each).

Table 3, Genetec products: ADV-RE-Cam-E-1Y (205), ADV-RDR-E-1Y (245), SY-CLOUDLINK-G2 (2), GSC-Om-E-1C (15), ADV-CAM-E-1Y (15), GSC-Sy-E-1R (15), ClearID subscription (1,500), and ClearID multi-system license (1).

Table 4, labour: install and configure per camera (15) and per door (15), service call 8–5 weekdays and after-hours/weekends (5 each), drawdown support (20 hours), indoor manlift (2), and outdoor lift/bucket truck (2).

Riverhead provisional table: supply and install 12 cameras, 9 doors (readers, strikes, REX, controllers, power), cabling and conduit, Genetec licenses, and a 20U swing-frame rack. The City provides 120V wiring, drawings and PoE switches.

Submission format:

English only, uploaded to the bidding system as PDF, Word or Excel, with no password protection.

Suggested format (Annex A): title page, table of contents, corporate experience (3 projects), proposal details (compliance with deliverables, technical requirements and rated criteria), and the pricing schedule. Use 8.5" x 11" paper.
