Bid: City and County of Broomfield, CO, RFP 25-RFP-IT-003, Closed-Circuit Television System. Submitted via BidNet only.
Scope: Planning, design, implementation and installation of a comprehensive, secure, scalable CCTV system for municipal buildings and public facilities, in a multi-year phased rollout. One contract will be awarded. Cameras and equipment are procured through the vendor's cost proposal (hundreds of cameras expected, no exact quantity given). Access control is not being installed or purchased. Only future integration is expected.
Key dates (Mountain Time): Posted Sep 24, 2026. Questions due Oct 15, 2026, 2:00 PM. Q&A posted Oct 22, 2026. Proposal due Nov 5, 2026, 2:00 PM. No pre-proposal conference or site visit (confirmed in Q&A #1). Late submissions are rejected.
Brand: No required brand. The Police Department's Avigilon system is exempt from replacement, but the proposed platform must integrate with it (API/SDK). Vendors must state whether their software is hardware-agnostic or needs proprietary edge devices.

Clear license model (perpetual vs SaaS, per camera/server/user) and disclosure of hidden costs

Warranty, SLA, local/regional field service and training

Required documents: Proposal, Pricing (detachable), Questionnaire, IRS W-9, and a Colorado Certificate of Good Standing dated within the last 4 months.
Other points: Title files "(Vendor Name) Solicitation Number – (Project Title)". Proposal validity is at least 90 days. Include 3–5 similar projects from the last 5 years, resumes, org chart and subcontractors. Insurance requires an A- VII rating with the City as Additional Insured.
