Cameras are purchased and installed by the contractor. It is a public works project (California prevailing wage applies), bid as a lump sum. Maximum payable under the agreement is $120,000. Substitution proposals for "equal" equipment must be submitted in writing by the questions deadline, with full technical data. Scope and Equipment 1 Network Video Recorder 30 8MP bullet cameras 28 4MP dome cameras Laptop, keyboard, mouse and monitor(s) for a camera view station The contractor reuses existing conduit and cable where applicable and removes and disposes of the old equipment and debris. CCC provides the PoE switches and conduit to the pole for the Corpsmember parking lot. Camera locations are shown in Attachment B (exterior, multi-purpose building, warehouse, education building, recreation building). Camera Brand and Minimum Requirements No mandatory brand. Attachment A lists OpenEye examples: OE-MT Gen. 2 cloud-managed server (96 channels, 4 drives, dual GB NICs), OE-C1014D4-S 4MP outdoor mini dome, OE-C2012B8-S 8MP outdoor IP bullet. "Equal to or better than" substitutions need a technical comparison sheet. Resolution: 8MP for bullets, 4MP for domes ("high-definition"). Frame rate: at least 30 FPS AI analytics: person and vehicle detection Recording: motion-activated event recording Retention: minimum 30 days of video Software: minimum 10-year lease license for all system software All camera locations labeled, correct date/time displayed, and cameras grouped by interior/exterior. EnergyStar-rated equipment where applicable. Staff training (searching and reviewing footage, reboots, video backup) at no extra cost. Two copies of all manuals. Warranty: 1 year on labor, equipment, parts and materials, in writing (2 copies). Bidder Requirements California Contractor's License C-7 or C-28 Current DIR (Department of Industrial Relations) registration for the bidder and all subcontractors Subcontractors must be listed in the bid (kind, name, location), or the bid is rejected. Bonds (post-award): payment bond (100%) if over $25,000. Performance bond only if progress payments are used. Include bond costs in the bid. Insurance (proof with bid): Commercial General Liability $1M, Commercial Auto $1M, Workers' Comp with $1M Employer's Liability. Endorsements (additional insured, primary/non-contributory, waiver of subrogation) are required after award. Prevailing wage, electronic certified payroll to DIR, and DIR compliance monitoring Liquidated damages: $500 per day of delay. Retention: at least 5%. Small business preference of 5%. DVBE participation is set at 0% but an incentive of up to 5% is available. GenAI disclosure and Russia sanctions representation are included in the IFB. Items to Clarify (RFI by Oct 2) The IFB refers to "Mujib Sultani, identified above" for accommodation requests, but he is not identified anywhere. Exhibit B says one-time payment, but the General Conditions describe monthly progress payments with retention. No completion duration is stated ("upon approval"), yet liquidated damages apply. The scope mentions a "DVR", while the equipment list says NVR. Ask whether the 30-day retention must cover motion-only or continuous recording, and the expected camera-to-NVR channel and storage sizing.
