It is a federally funded HUD project. The architect is RDA Group (Project 2024-193). Install and buy: Both. The contractor supplies all equipment and labor as a turn-key job. There is no access control, card reader or door hardware in this bid. Key dates (Eastern time): Issued Sep 18, 2026. Pre-bid meeting: Oct 1, 2026, 10:00 AM, via Teams (already passed; the link field in the IFB is blank). No in-person site visit is scheduled, but bidders certify they visited all six sites. Questions due: Oct 15, 2026, 10:00 AM, by email to ebid@dmha.org only. Substitution requests due 7 days before bid opening (about Nov 5), to the Architect. GDPM responses posted by Oct 29, 2026. Bids are irrevocable for 120 days. Award is anticipated Fall 2026. Contract terms: Maximum 365 calendar days from Notice to Proceed, with liquidated damages for delay. Start within 7 days of receiving the agreement. Work hours are 8 AM–5 PM, Monday to Friday. Buildings stay occupied, and life-safety and door-security systems must work at the end of every day. Bid form: lump sum per site (6 sites), plus a fixed $120,000 contingency allowance, plus 6 alternates. Fee caps: overhead 2%, general requirements 6%, profit 6%. Payment is monthly (about 30 days), with 10% retainage through 50% completion. GDPM is tax-exempt, so do not include sales tax. Award goes to the lowest responsive and responsible bidder on base bid plus accepted alternates. Section 3 firms get a 5% price preference. The IFB treats every named product as "or equivalent". IDF locations are not yet determined (to be set at pre-bid and by addendum). Cabling: Cat6 (riser or plenum), 6-strand OM3 fiber MDF to IDF (terminated and tested), Fluke-certified per TIA-568-C, and Cat6 never exposed except in MDF/IDF rooms. Conduit is rigid galvanized where required, and Wiremold is used on hard ceilings. Contractor requirements: 5+ years of documented experience in similar IP and HD-over-coax installations, including multi-site and occupied-building work. Manufacturer-trained and authorized installer for the proposed camera, NVR and VMS (documentation required, also for equivalents). Valid Ohio contractor/low-voltage license. Not on the SAM.gov exclusion list, and a bonding capacity statement. New vendors may need to provide references and financials within 72 hours. Bid package and compliance: Invitation to Bid form, Bid Form (all 6 sites plus Alternates 01–06), HUD-5369-A, bid guarantee (5% if ≥ $100K), non-collusive affidavit, Section 889/NDAA certification (with manufacturer and country of origin for VMS, cameras, encoders, switches and UPS), Section 3 form, and W-9. Bids may be rejected if the Bid Form is incomplete. Davis-Bacon (wage determination OH20260093, Montgomery County). Certified payroll is weekly to GDPM Procurement. BABA applies if the contract is $350,000 or more. NDAA compliance does not by itself satisfy BABA. Performance and payment bonds are required upon award: 100% of the contract price (other options available). Insurance: CGL $5M per occurrence and $10M aggregate, auto $2M, workers' comp, builder's risk, umbrella, and cyber liability $1M (contracts over $250K). GDPM is additional insured, with 45-day cancellation notice. Warranty is minimum 1 year on all work (5 years on the DW cameras and server). Submittals: system design narrative, product data, shop drawings, field test of every device, O&M manuals and as-builts. Licenses must be registered in GDPM's name. Inconsistencies to clarify via Q&A (before Oct 15): The IDF locations are undetermined. The specs contain "Section TBD" references (the IFB corrects them). The spec lists Westdale at 110 Melba St, but the IFB corrects it to 16 Melba St. The pre-bid Teams link is missing. The specs say existing coax is reused throughout, but the IFB limits it to tags B1 and C1. Whether the Verkada alternate's cloud storage meets any CJIS or data requirement is not stated. |
