It is a 100% Small Business set-aside under NAICS 334220, governed by RFO Part 12 (effective 08/14/2025). Scope: Supply only, with no installation. One CLIN (0001, qty 1 EA) covers 33 cameras plus ancillary items, in four groups: 2 × Bosch NDE-8702-RX (outdoor, HDR ≥140dB, ≥1/1.8" sensor). 4 × Axis P5654-E Mk II (1080p PTZ, 60Hz). 3 × Axis M5526-E (4MP, 2688×1512 at 60fps, 4.7–47mm lens, Lightfinder 2.0). 24 × Bosch NDI-3702-AL-GOV (2MP indoor, 1080p at 30fps, 3.3–10.2mm IR-corrected lens). “Or equal” products are accepted. Security and standards: FIPS 140-2/140-3 and AFI 17-101. Encrypted communications, signed firmware, RBAC, and motion/tamper analytics. 802.1X EAP-TLS with DoD PKI certificates (item 4). 30 days of continuous recording per DoDM 5200.08 Vol 3 (item 4). Gigabit RJ-45 on all cameras. Not included: installation, access control, XVR/NVR, cloud, TVI/analog/coax, CJIS. IK/IP ratings and a warranty term are not specified. Delivery: FOB Destination to Bill Butts, AFRL/RFY, 2241 Avionics Cir, Bldg 620, WPAFB, OH 45433. Requested delivery is 30 days after receipt of order. Evaluation: LPTA, meaning lowest price among technically acceptable quotes. The government may award all, some, or none of the items, and may resolicit if only one qualifying quote is received. No addenda. Quote requirements: warranty requirements and documentation, and the quote validity period. Offerors should assume the government has no prior knowledge of their capabilities. Compliance (flowdowns): FAR/DFARS Buy American, Trade Agreements, Section 889-type security prohibitions (RFO 52.240-91), CMMC (252.204-7021), the Xinjiang prohibition, and others.
