| Notes | View NotesChelan Douglas Regional Port Authority (WA, USA) – Security Camera Upgrades (DW 25-193) This is a sealed public-works bid for supply AND installation of IP security cameras at four sites: Pangborn Terminal (federated hub, about 20 existing cameras), General Aviation Terminal, Malaga Cooling Water Disposal Facility, and Trades District. The contractor buys and installs cameras, switches, enclosures, power, cabling, conduit, and Milestone licenses, and programs the whole system. The Port supplies the recorder/server hardware (Milestone Husky, OFCI). Each location is a separate priced Base Bid, plus 8.5% WA sales tax. Key dates: Non-mandatory walkthrough Oct 1, 2026, 1:00 PM at Pangborn Terminal. Questions: no fixed date, but not answered within 96 hours of opening (about Oct 3, 2:00 PM). Substitution requests were due 10 days before the bid date (Sep 27), so that deadline has passed. Bid due Oct 7, 2026, 2:00 PM, opened publicly. Substantial completion Jan 27, 2027, full completion 45 days later. Liquidated damages $100 per working day. Basis of design: Hanwha, Axis, Illustra or equal. VMS: Milestone XProtect Expert (or Honeywell MaxPro / Genetec). Minimum camera quality: ONVIF-compliant; built-in onboard analytics; wide dynamic range; H.265; I/O connectivity; varifocal lenses on fixed cameras. Types: 2MP fixed dome, more-than-4MP (8MP) fixed dome, 360° (6/12MP), 2-sensor dome, multi-sensor 270/360° (4x4K or 4x5MP), multi-sensor 180°, PTZ with multi-sensor dome; indoor and outdoor models of each. Cameras must output maximum resolution to the recorder, record continuous at 15 fps and motion-triggered at 25 fps. 1 TB SD card per site up to 8 cameras. Storage: 30 days, minimum 192 TB, RAID 5/6. 24-hour UPS. Cat 6A cable. Wireless bridges must be NDAA-compliant. Software must display 4 simultaneous 4K/30 fps streams per client and alert within 500 ms. Other points: The document says "90 cameras across two federated sites" while there are four sites, so confirm the count against the drawings. Six-month preventive maintenance and firmware updates after completion. |
