| Notes | View NotesThe City of Crystal Lake wants a consulting firm to assess its existing security systems and plan their modernization. It is not a purchase of cameras or installation work. Cameras: No cameras are bought or installed under this contract. The consultant inventories existing cameras (manufacturer, model, type, location, resolution, condition, coverage, retention), evaluates multiple manufacturer-neutral video platforms, and produces camera schedules, coverage plans and specifications for a later bid. There is no required brand and no minimum camera specification. Existing environment (preliminary, to be verified): about 115 cameras (114 on Blue Iris NVRs plus one PTZ), about 130 Pro-Watch card readers, 36 lockdown/panic buttons, intrusion panels, SCADA-connected intrusion points, vehicle gates, Axon, YouTube camera streaming and blue-light kiosks. The City warns its documentation is limited, so discovery costs must be in your fee. Dates: RFP released Sep 18; questions due Oct 9, 5:00 PM; addendum Oct 16; proposals due Oct 23, 10:00 AM (server timestamp, no late proposals); evaluation Nov 2026; interviews and award TBD. Submission: Electronic only via QuestCDN (registration required). Email, mail, fax and hand delivery are rejected. Fee proposal is a separate file and stays valid 120 days. Signed by an officer or with proof of authority. Required content: cover letter, detailed scope, staff resumes, timeline, five comparable public-sector engagements from the last five years (these serve as references), fee proposal (Section 42 pricing sheet), Vendor Neutrality Disclosure (Section 40), and affidavits (Sections 37-41). Exceptions go on a separate letterhead page and may cause rejection. Fee: One all-inclusive not-to-exceed price, broken down across eight tasks. Bidding assistance and construction administration are required, not optional. Pricing is public under Illinois FOIA. Insurance: Professional liability (E&O) of $1,000,000, plus workers' compensation and general coverage, with the City named as additional insured. Scoring: Municipal security experience 25%, methodology 20%, team 15%, references 15%, fee 15%, vendor independence 10%. Fit check: A firm that resells or installs security products is a poor match, because the City weights independence heavily and may procure implementation separately. |
