Rancho Rd, Thousand Oaks, CA 91361. The work includes new cameras, a new VSS (directory) server, new archiver(s) and the latest Genetec software, so the contractor supplies and installs the equipment. It is a single-prime, lump-sum public works contract with California prevailing wage. Engineer's estimate: $250,000. Award goes to the lowest responsive, responsible bidder on the base bid plus alternates that fit the City's budget. Bids are valid for 60 days. Key Dates Released: Sep 18, 2026 Mandatory pre-bid conference and site walk: Sep 30, 2026, 10 AM–12 PM, at 265 S. Rancho Rd. Non-attendees are ineligible. Site visits must be arranged through the City's Project Manager. Questions due: Oct 6, 2026, 4:00 PM. The specs also ask for clarifications at least two weeks before submittal. Bids due and opened: Oct 21, 2026, 4:00 PM, electronically only, at https://procurement.opengov.com/portal/toaks (register first). Opening is read aloud and can be attended virtually. Contract time: 90 calendar days from Notice to Proceed, including 5 weather days. Liquidated damages: $500 per calendar day. Scope Replace and upgrade existing cameras (base bid), and install new servers in the existing rack. Migrate the existing Genetec database and cameras to the new system, and keep the system federated to the City's Genetec directory server. Failover: camera failover to the auxiliary archiver (3-day storage). Old servers are shut down and returned to the City after a 30-day overlap. Existing access control devices must not be affected. Contractor coordinates IP addresses and switch ports with City IT. Alternate #1: additional cameras plus upgraded archivers (SV-2040E-R12-240T-20-514 and SV-2040E-R12-120T-12-514). Alternate #2: fail-over directory server and upgrade to the Enterprise Genetec version. Alternate #3: wireless communications upgrade including civil work between poles LP04 and LP05 (highest priority). Brand and Minimum Camera Requirements Genetec is mandatory for the VMS, with no acceptable equal. Genetec Security Center GSC-BASE-5.12 with camera maintenance licenses (ADV-CAM-P-1V). Acceptable cameras (Axis "or equal"): SHD (1920x1080) indoor dome: P3265-LV EHD (2560x1440) outdoor dome: P3267-LVE UHD (3840x2160) outdoor dome: P3268-LVE UHD 4-imager 270° camera: P3738-PLE The City alone judges equivalence. A video comparison under real conditions may be required. Minimum requirements: 24/7/365 commercial/industrial grade, ONVIF Profile S 30 fps at rated resolution, H.264/MPEG-4/MJPEG Varifocal lens with auto iris, IR-cut day/night filter, 0.5 lux (day) and 0.08 lux (night) IP66 and IK10 enclosure -40°C to +55°C (-40°F to +131°F), 15–100% RH Wide Dynamic Range, backlight compensation, at least 6 configurable streams Alarm input, audio jack, tamper detection, IPv4/IPv6, SNMP, HTTPS Recording: minimum 30 days of storage. Normal mode 12 fps at the highest camera resolution, time-lapse 2 fps off-hours, motion detection 12 fps, and long-term storage of 365 days via remote stream. Archivers must support at least 1000 Mbps throughput. Servers: Directory SV-2040E-R65-D480-436 (Xeon E-2436, 32 GB RAM, RAID-5 4TB), main archiver SV-2040E-R12-120T-12-514, auxiliary archiver SV-2040E-R4-64T-16-436, all with 5-year warranty. Camera count is not in the text and must be taken from the drawings (100% Construction Documents dated 10/15/2025, by Triad Consulting & System Design Group). Bidder Requirements License: B, C-7 or C-10, valid for the whole contract. Subcontractors need the correct license for their work. DIR registration for the bidder and all subcontractors, with the DIR number submitted within 3 working days of opening. CARB certificate for equipment fleets (or confirmation that no regulated equipment will be used). Bid security: 10% of the total bid, by Surety2000 electronic bond (must be verified in the portal), a notarized original bond, certified/cashier's check or cash. Hard copies must reach the City Clerk before the deadline. Payment and Performance Bonds at 100% after award. Insurance includes general liability of $2M per occurrence and $4M aggregate. Warranty: 1 year from the Notice of Completion. A renewable 3-year maintenance agreement must be priced as a separate number.
