Pre-bid Event TypeMandatory Site Visit will be 21 August 2026. The POC will arrange onsite visits for potential
contractors to tour location of existing CCTV system and location of the proposed viewing
stations. The single date and time to be determined. The site visit is mandatory in order to
submit a Quote. A Quoter that does not participate in a site visit will not be considered for award.

Scope of WorkThe Transportation Security Administration (TSA) at Rutland Southern Vermont Regional
Airport (RUT) requires the installation, testing, and maintaining of a new CCTV system with
expanded server capacity and recording capability; and installation of two viewing stations.

Specific requirements of new CCTV system shall include:
• Ability to activate upon motion only to record personnel within close proximity
• CCTV storage capability shall be 30 days at a minimum of 15 frames per second min 2/4
TB drive, unless approved by PhySec
• Recording device will have the capability to pull and transfer video to other operating
platforms (i.e. Windows computer)
• Fixed mount CCTV cameras will be fixed zoom inside a smoked dome housing and must
be installed so as to view and record all activity and persons entering/exiting personnel
entering through TSA access points as indicated in Appendices A and B
• All installed CCTV cameras will be monitored at TSA specified locations. The
monitor(s) must be set up to display all cameras in a continuous loop and wired into a
Digital Video Recorder (DVR)
The video data must be in a format suitable for use by law enforcement and require a
minimum 4-hour battery back-up
• Cameras and displays must be positioned to minimize any impact of the quality or
performance of the video displayed due to light glare
• The system installed must be configurable, expandable up to 50 cameras, and have a
hierarch of access levels, with user IDs and passwords
• Install and label all new cables, wirings, and hardware, that are necessary to install the
security systems to meet the SOW specifications for easy identification. No existing
cables and wirings shall be used.
• All necessary hardware, wiring, power supplies. Exterior Installations: System hardware
will include contractor provided Wall or Pendant Mounted, Environmentally Housed, or
Pan Tilt/Zoom (PTZ), as approved by PhySec. All necessary controls to PTZ shall be
specified
