| Scope of Work | Upgrade of existing CCTV systems at 3 housing sites — replace existing DVRs with Speco Blue Series Hybrid NVRs, port existing analog cameras to new NVRs, install new/replacement Speco cameras (Types T1/T2/T3), add Butterfly MX door access control at Admin/Section 8 offices, provide all cabling, conduit, PoE switches, antennas, testing, training (min. 4 hrs on-site), and 1-year labor/materials warranty. No electronic/email submissions mentioned — physical sealed proposal required. Full written RFP is available on the Authority website: www.PerthAmboyHA.org. Required documents to accompany the Proposal Form: (a) Qualification Questionnaire, (b) Public Works Contractor Registration, (c) NJ Business Registration Certificate. Contractor must provide proof of NJ Division of Taxation business registration before contract award. Insurance requirements: Workers' Compensation (per NJ law); Commercial General Liability min. $1,000,000 per occurrence; Automobile Liability min. $500,000 per occurrence. Offeror must have been in business ≥3 years in this field with a satisfactory record of similar completed contracts (per Qualification Questionnaire). Authority invites participation of Minority-Owned Business Enterprises and reserves the right to reject any/all offers or waive informalities. SCOPE BY SITE: T. Hansen Apartments (415 Fayette St): Replace DVR with 1 Speco Blue Series Hybrid NVR (32-ch/16TB); port 23 interior + 5 exterior existing cameras; add 1 new Type T3 + replace 2 existing with Type T3 (net 3 new exterior cameras). Richard F. Stack Apartments (333 Rector St): Replace DVRs with 1 Speco Blue Series Hybrid NVR (32-ch/16TB); port 21 interior + 2 exterior existing cameras; add 2 Type T3 + 2 Type T1 new exterior locations (4 new exterior cameras total); new conduit/Cat6 required; provide new rack storage. William A. Dunlap Homes (3 zones — Garage/Zone1, Maint. Supervisor's Office/Zone2, Admin-Section 8/Zone3): multiple building-by-building camera additions/replacements (Bldgs K, M, N, 4/Otlowski Gardens, D, F) — mostly Type T3, plus 3 existing Type analog→T2 conversions at Bldg N; new NVRs at Garage (32-ch, ports 26 existing cams), Maint. Office (24-ch, ports 9 existing cams), Admin/Section 8 (16-ch, ports 4 existing cams + 3 new Type T3 exterior + 2 new Type T1 interior); Admin/Section 8 also gets 2x Butterfly MX video intercom door access units w/ readers & electronic strikes. GENERAL REQUIREMENTS (all sites): All new equipment must be NDAA-compliant; no proprietary equipment; provide all cabling/conduit/PoE switches (hardened where required); AC-power electrical work provided by others; disconnect/remove old DVRs; program/configure all recorders; verify firmware/compatibility; configure remote access; test with owner; min. 4 hours on-site owner training (playback/recording focus); provide all manuals/passwords in 3-ring binders (one for Hansen RAD, one for Dunlap RAD) before final payment; 1-year full warranty on labor & materials; separately quote any post-warranty licensing/maintenance agreements; vendors may propose alternate technical pathways achieving same coverage; site maps are for general reference only; removed equipment turned over to owner. Reference camera models: Type T1 = Speco 08ST1, Type T2 = Speco 08SDDT1, Type T3 = Speco 08LMSB2 (or equal). |
