Scope of WorkThe intent of this Request for Proposal (RFP) is for the Gwinnett County Government, located in Gwinnett
County, Georgia to obtain proposals from service providers for an independent assessment of the
existing video surveillance ecosystem (software and hardware) for the Department of Information
Technology Services.

NotesGwinnett County invites qualified service providers to submit proposals that include all engineering
specifications, site surveys, and other deliverables outlined in this solicitation. The assessment is
expected to apply to all County facilities that currently have video surveillance and for those that may not
currently have cameras. Currently the Internet Protocol (IP) video camera system includes over 3,100
leased and County-owned cameras, and hundreds of supporting recorders and network components
across approximately 100 locations. The resulting assessment will be used for internal planning,
budgeting, and other decisions. As the assessment is expected to be independent of any future purchase
or upgrade decisions with the proposing service provider it should focus on the system performance, risk
mitigations for the County, and supportability of the recommended system design.

The County operates a production-ready, enterprise-class video security and communications
environment supported through a Managed Services Program (MSP). This environment provides
centralized management, monitoring, and support for video surveillance, intercom, and paging systems,
and is designed for continuous 24/7/365 operation with proactive monitoring, intelligent alerting, and
rapid escalation to minimize service disruption. Equipment types and their quantities in the existing

The County’s infrastructure integrates multiple industry-leading platforms—Avigilon, Axis
Communications, Commend Intercom, 2N Intercom, PLC Integration, and Galaxy Integration Systems—
within a unified Video Management System (VMS) and Physical Security Information Management
(PSIM) framework. Key capabilities include:
• Centralized device management across multiple County facilities.
• High-availability architecture with redundant servers, scalable video storage, and support for
virtualized infrastructure.
• Advanced analytics and event management enabling automated incident detection, composite event
creation, and event-triggered actions such as PTZ camera movements and remote video wall
updates.
• Active Directory integration for role-based authentication and group-based user access rights.
• Comprehensive audit logging of system activity, including user sessions, video access, and evidence
exports, with advanced querying and reporting tools.
• Multi-channel monitoring via dedicated control center video walls, client workstations, secure web
access, and mobile applications
