3. Scope of Work
The project requires:
Replacement of aging/non-NDAA-compliant cameras across 10 facilities
Upgrade to modern 4K, H.265, NDAA-compliant IP camera systems
Integration with access control & PSIM (real-time monitoring, event correlation, user management)
Replacement/upgrade of NVRs and storage arrays (4K/30fps, RAID, 30 days retention)
Cybersecurity compliance: NIST, FIPS 140-2/3, ONVIF, PSIA
Unified architecture across all sites with expandability
NVR capacity: ≥182 channels (Minimum NVR capacity = 152 cameras + 20% = 182 channels)
Important Notes: NDAA required, partial proposals allowed, site visits encouraged

4. CAMERA SYSTEM REQUIREMENTS (see p.49 of RFP 04-25 – COMPREHENSIVE SURVEILLANCE CAMERA AND ACCESS CONTROL SYSTEM UPGRADE AND REPLACEMENT PROJECT – MASTER.pdf)

5. Final camera quantity may increase or decrease after site survey.

6. The RFP does NOT give model-by-model required quantities (e.g., dome vs. bullet). It mandates capabilities.
